I have created a new character on Oblivion and I am aiming to put him somewhere in the level 200's. I am using a very complicated guide to be able to do this(Which will be posted below)

This is a walkthrough on how to get to extremely high levels for Elderscrolls: Oblivion. With or without The Shivering Isles.
Choose any race you want, the only difference may be a level or two. You may also choose any skills you want, these are just an example and a more explained out way to get past level 200 with them. =_
Main skills:
Alchemy
Alteration
Armorer
Destruction
Heavy Armor
Security
Sneak
You must do all this without sleeping, without leveling up, not even once.
Alchemy: Dupe enough ingredients to be able to make enough Restore Health potions to where your Alchemy is at 100. This is fairly simple to do, once you have the ingredients it just depends on how fast you can click.
Alteration: My dark elf started off with a weak shield spell, so I used that, cast repeatedly until Alteration was at 100. Easy to do, even easier if you have 300+ Welkyd Stones do instant restore magicka, if not you will need to sleep every time you run out.
Armorer & Destruction go hand in hand, you get a disintegrate armor spell, create one for on self. Then destroy your armor a little bit, repair. Rinse and repeat. If duping doesn't really bother you then once you get your skill to 75 for armorer I suggest duping 5,000+ of an armor piece with 100 health and roughly the same ammount of repair hammers. Then just click away like with Alchemy. The Destruction skill will be raised to 100 if you do it right by the time your Armorer is at 75.
Heavy Armor: Remember those Restore Health potions made from Alchemy? Take a lot of them with you, go into a dungeon with many enemies, let them rip you to pieces over and over again. Once your armor breaks, repeat this.
Security: Easiest if you have the Thieves Den, go there with a thousand lockpicks, and just smash away at the unopenable chest.
Sneak: I did this at Leyawin's north entrance, right to the left when you walk in go behind the stone fence. You will be behind a guard, run towards the stone fence sneaking, tape down the joystick. Check back once an hour to get rid of the "Congrats you are now a ______ in sneak." message.
Now if you do all this without leveling up, you have maxed major skills and are still level one. This is an important part of how it is done, also a reason you have to have a high destruction. Create around 5 differently named spells that drains one of your MAIN skills by 100 each for around 10 seconds. Make them all drain the same one. Make sure it's all the same one. Pick whichever of your mains you would like.
This part will take a lot of money, so you may need to dupe Varla stones and sell them. Seek out the advanced trainer in whichever of your main skills you are lowering. Cast one of the drain spells, train, then level for the first time. While you are leveling try to balance out your attributes with NO + modifiers. Like if Str, Int, and Willpower are all at 45 try to level them evenly with no + modifiers. The goal is to level everything except your lowest attribute for as long as you can, that way you will have more levels to gain. Now drain your skills again and then train, then level again. Do this over and over and over all through the levels, training at every level. When your skill gets 165 the trainer won't be able to train you even though you cast drain skill on self, so then cast two of the spells, and voila, you can train again.
Do that until it doesn't let you level anymore. When you max out all your Attributes it says "Perfection can not be improved upon." or something like that when you try to level. That prevents you from leveling any further.
Do Not Continue If You Do Not Have Shivering Isles.
But now, since we have access to Felldew...(If you have Shivering Isles.)
If you have not done Thadons quest and can still get addicted to Felldew, then this part is for you. You should eat Felldew and wait around 5-10 minutes until you have Ruinous Felldew Withdrawl then you can level again! =)
(Ruinous felldew drops Strenth, Willpower, and Endurance by 10, and the rest of your Attributes by 15. It does not drain them, it lowers the actual base until you are cured.)
So after you get this Ruinous Felldew Withdrawl, go back to training as I had you do before. Make sure it is all in one skill, because soon this gets important. Now keep training and leveling, training and leveling, you will be able to get your skill up to 255. This is the amazing part.
After getting to 255, cast an Alteration spell, your alteration will level up on it's own now. Without a trainer again. Amazing eh? Also you get a generic message "You now have a basic understanding in this skill." And your skill will be -256. Cast another. -127. Another -80 something. Another and your at 0. One more and for some reason you are now level 5.
Pretty odd huh? But now this lets you cast Alteration spells back to level 100, before doing any more training. Then drain it again with the spells and train. This should get you an extremely high level. Got me to level 240.
