Yea the Imperial City House would be the cheapest house but it is just a small shack. I liked it when I started out but it will cost you well over 2,000 gold to get all the house add-ons. It is a great house if you are starting out on Oblivion and has basically all you need with the Storage Area add-on.

Frostcraig is pretty sweet, but I use the Skingrad House more now.

I use skingrad house sometimes but I mainly use Frostcraig Spire because it has alter of enchanting and spellmaking. I am not arch-mage yet so I don't have the room at the top of the university.

Yeah i just saw frostcraig spire in the marketplace. Sadly though i just bought mehrunes razor. Next im gonna download frostcraig spire. But i have a question is frostcraig spire like a house.

Yea it is like a house but a lot cooler. It has a rare alchemy garden with ingredients from Oblivion, swamps, and woodland areas. There is an alchemy lab which has all you need for alchemy if you are just starting out. It has an alter which temporarily increases your alchemy level by 15. It now holds the highest point on the game up in the mountains which has an outstanding view which will allow you to see most of the cities in Cyrodiil. It has an alter of spellmaking and enchanting which will allow you to make your own spells and enchant your own items. It has a library and a vault area. The vault area will allow you to store as much stuff you want with around 25 chests and imps guarding it. Frostcraig Spire is a great mod and is worth getting.

Yeah im gonna download Frostcrag spire very soon i just got more microsoft points. Oh but i have a qeustion do the imps spawn back if you kill them i'm just curious.
